X99M Extreme 4 will not post.

I am building a new PC using an AsRock X99M Extreme 4 motherboard. I cannot get it to post past the Dr Debug error code 99 (PCI-E devices).

The only things connected to the board now are the CPU Core i7-5820K with a Corsair H100i cooler running off one 3 pin board fan connector, power is from a SATA connector. The CPU power is connected as is the 24 pin power but thats it other than the two pin power start button. The GPU an old XFX Radeon HD6580, which will be replaced when the new FirePro W5100 turns up. I have tried another GPU I know is working because I pulled it from this PC that it's back in now. I have tried other slots as well with the same issues. It will be running with a Samsung XP941 526GB in the M.2 slot, but that is pulled as well until I sort this out.
All of the other jumpers etc are in there default positions. I cannot even get it to boot to BIOS on the monitor.

This is the second board just like this. (Bad batch or same problem of mine?)

Check the ram slots. Clear CMOS

That board is very similar to my EVGA X79 Dark, make sure you are using old school bios setting for VGA and not UEFI. Old VGA cards do not support UEFI and will hang up the system.
