Yes I had the same problem as you, it is easy to fix - simply the default windows drivers don't like the VIA southbridge, VIA southbridges have a long histry of not playing nice with Microsoft, even going back to the Athlon XP days.
You will need the CD which came with the M/B on it is a USB 2.0 driver.
Go to Control Panel, System, Hardware, Device Manager.
Note that the VIA USB enhanced controller has a yellow question mark
Click on it and go to the driver tab.
Tell windows to update the driver
Don't let it go to windows update, go for the local option.
Have your Drivr CD in your drive and let windows search it.
Windows will find the VIA Driver and install it.
Voila! working USB 2.0 on all ports.
